Baguio City’s local government has been called out for the alleged misuse of COVID-19 funds.
According to the Commission on Audit, the CAR city may have been mishandling at least P61 million allocated for funding the local pandemic response. In their report, COA has flagged the city’s cash advances for operating expenses with no identified purpose and proper supporting documentation.
“The absence of supporting documents or even estimates of quantities and description of items to be procured out of the cash advances indicated that the City Government granted the cash advances without considering details of project requirements,” the report concluded.
Furthermore, the report found that cash advances were continuously made without the previous transactions settled first.
Baguio City management has commented on the issue and said that accounting and auditing rules were not strictly implemented due to extraordinary circumstances.
