Santiago City leaves P1.2B dev’t fund idle

The Commission on Audit (COA) found that the city government of Santiago, Isabela failed to utilize P1.24 billion or 78% of its programs, projects and activities under its local development fund.

According to the 2018 annual audit report, the city government had P1.59 billion in appropriations under the 20% Development Fund (DF) which were minimally used, depriving the intended beneficiaries of their immediate advantages.

“Thereby, the City’s constituents is deprived of the consequential socio-economic and environmental benefits that could have been derived from the timely implementation of the development projects earmarked from the 20 percent DF,” COA said in the report.
