Ilocos Norte 1st District Representative Rodolfo Fariñas, according to a Rappler article, denied accusations of a P51-billion fund “parking” scheme in the proposed 2019 national budget.
The Ilocos Norte politiko and former House majority leader said he does not know anything about the scheme raised by Quezon 3rd District Representative Danilo Suarez.
The term “parking” refers to “a lump sum of money, often without a specific purpose identified for its use” that “is listed under the budget of a particular congressional district.”
The “parked” fund is supposedly only listed under a congressional district but instead will be used for a different project or district.
“I do not have any knowledge or information about such ‘parking funds.’ Anyone can see that in my district, all items are specific projects with specific amounts, and there is no lump sum project,” Fariñas said.
