The Office of the Ombudsman has junked the Grave Abuse of Authority and Grave Misconduct charges against Cagayan Governor Manuel Mamba in connection to the cutting of trees after the devastation caused by Super Typhoon Lawin in October 2016.
Board Member Christopher Barcena, in his complaint, accused Mamba of violating Presidential Decree 705 or cutting trees without the proper permits.
The Office of the Ombudsman said the complaint was baseless.
It added the law does not include trees that have fallen because of typhoons.
The Office of the Ombudsman also said the clearing operations of the fallen trees was justified to prevent further harm.
