Pangasinan Governor Amado Espino III welcomed the Supreme Court’s ruling to uphold the Court of Appeals’ decision on the administrative case against two former provincial officials.
Provincial Administrator Rafael Baraan and Provincial Housing and Urban Development Coordinating Office (PHUDCO) chief Alvin Bigay were dismissed from public service by the Ombudsman over their alleged involvement in the blacksand mining issue.
Baraan and Bigay filed a petition for review with the CA.
The CA then declared Baraan guilty of simple misconduct with a with three-month suspension, while the administrative case against Bigay was totally dismissed.
“I am glad that you are back because there is much job to be done in implementing various housing programs of the province,” Espino said.
