COA hits Bontoc mayor for giving travel allowance to others
State auditors scored the municipal mayor in Bontoc, Mt. Province for giving his travel expenses to the official delegation of the local government unit for the Batang Pinoy competition in 2016.
In its annual audit report that ended in 2016, the Commission on Audit (COA) said P52,446 cash advance was granted to mayor Franklin Odsey, but this was used instead for the traveling expenses of the municipality’s official delegation to the Batang Pinoy competition held at Davao City.
This runs counter to Section 4.1.4 of COA Circular No. 97-002, which provides that “Elected officials may be granted a cash advance only for their official traveling expenses”.
The COA recommended Mayor Odsey not to give his cash advance for other purposes than this own official travel.
“We recommended and management agreed that no cash advance, other than for their travelling expenses, shall be granted to an elective official pursuant to Item 4.1.4 of COA Circular No. 97-002,” the COA told the local government unit.
