Baguilat says Duterte proposal to cancel barangay elections a ‘dangerous’ move
Ifugao Lone District Rep. Teddy Brawner Baguilat called “dangerous” proposal made by President Rodrigo Duterte calling for the cancellation of the October barangay elections and having these positions filled by persons appointed by the Chief Executive himself.
“It’s dangerous to give the president the power to appoint officials that’s supposed to be non-political,” the politiko said.
Duterte made this suggestion after claiming that majority of barangay officials are in the illegal drugs trade and removing them would boost the government’s fight against the narcotics menace.
The Ifugao solon said there is legal process in replacing barangay officials and unconstitutional to just take away the elections and have the President appoint officials.
“As far as I know, when a vacancy occurs in the Sangguniang Barangay, it’s the mayor who designates replacements after the rule of succession is followed based on the Local Government Code,” Baguilat added.
He explained that a barangay captain is replaced by the first kagawad and the Mayor designates the replacement for the seventh or last member of the barangay council.
He said a mass appointment of barangay officials requires a law.
